Santander Park – Regional Competitiveness Commission
The Bucaramanga Chamber of Commerce convened leaders of Santander’s business community, academia, municipal and departmental government, labor unions, and local officials of national agencies to create a Regional Competitiveness Commission (RCC). Several important institutions of this private-public growth coalition are located near Santander Park. Senior officials from government, academia, and the private sector are all represented on the RCC. The growth coalition does not have any dedicated funding or statutory authority, but relies on reputation within the community to ensure implementation of strategies.

City of Bucaramanga and the Department of Santander Government Offices
The city and regional governments have been important participants in the Regional Competitiveness Commission (RCC), the public-private growth coalition lead by the Bucaramanga Chamber of Commerce. The level of autonomy enjoyed by the City of Bucaramanga and the Department of Santander in economic development was a significant factor in being able to push through policy resulting in improved economic outcomes. In a decentralized country like Colombia, its administrative units (departments and municipalities) have much fiscal power and institutional ability to make and implement decisions at their respective levels. The Carlos Galan Park contains the Municipal and Departmental Government offices.

The Colombia International Hospital in Bucaramanga will be the nation’s largest private medical center. Run by the Colombian Cardiovascular Foundation (FCV), the hospital is part of Bucaramanga’s growth in the field of medical tourism, one of the target industries identified by the Regional Competitiveness Commission (RCC). The ambitions of this institution is a sign of the effective policies implemented in Bucaramanga to “skill up” as a city.
