Welcome to NTC's Public Safety Center of Excellence, a 40-acre site located in Merrill, Wisconsin and home to a specialized training center for public safety students and professionals including law enforcement, fire, emergency medical services and commercial driver training. The center offers a variety of simulated and real-life environments for the best learning experience possible. We begin our tour in the Command Center, which features two classrooms – including a Connected Classroom, student gathering space and a vending/kitchenette area.

Attached to the Command Center is a three-stall apparatus bay that houses two fire engines, as well as other assorted training equipment and props. Modern firefighting gear and equipment is available to ensure that training is authentic and practical.

NTC's Public Safety Center of Excellence is a licensed administrator of the Candidate Physical Ability Test (CPAT) and is pleased to offer the only indoor CPAT test site in the state of Wisconsin. The specialized CPAT equipment and the trained CPAT personnel are available on-site to provide a convenient and affordable means of assessing individual physical ability. Testing is offered year-round.

In the Gas Burn Prop field, five different props are available to aid firefighting classes in response training and appropriate extinguishing techniques. The props simulate fire in a vehicle, dumpster, gas meter, gas grill and an LP tank. Fire extinguisher training is also conducted here. The open area behind the Gas Burn Prop field is a Gas Leak Detection Field. Wisconsin Public Service assisted in the development of this one-of-a-kind training tool. Natural gas leaks can be regulated through a valve system that controls an underground grid of piping. This site allows Wisconsin Public Service to run exercises on the most effective techniques to find a leak.

The certified four-story Burn Tower enables live fire training for students, patient extrication scenarios for Emergency Medical Service personnel and building clearing exercises for Law Enforcement. Additional training capabilities of this building include search and rescue, confined space, elevator rescue, balcony rescue and rope rappelling. This building is used by every student that comes through NTC's fire programs. Located adjacent to the Burn Tower is a Splash Tower and Roof Prop. The Roof Prop is used in teaching students how to cut through a roof. The Splash Tower is used to certify firefighters in climbing ladders.

The Collapsed Building Venue is a prop that replicates a fallen structure. Training activities for rescuing trapped victims, incident investigations and training for canine search and rescue teams can be conducted within this prop. The Collapsed Building Venue is a prime example of how the Public Safety Center of Excellence bridges the gap between classroom discussion and actual emergency situations by mimicking realistic events without the risks.

The Emergency Village buildings have been designed to provide a myriad of scenarios for Police, Fire and EMS training. The technology incorporated into the buildings includes multiple cameras, digital recording, night-time infrared illumination and remotely operated internal lights.

The driving pad is a three and one half acre paved area utilized in a variety of scenarios, including EMS, Fire and Police emergency vehicle operations and Commercial Driver License training. The driving track is an additional ½ mile of full road-width asphalt with a gravel shoulder, numerous curves, various traffic signs, traffic signal and roundabout which connects back into the driving pad.

The indoor Tactical Safety Range features eleven, 25-yard shooting lanes accommodating both rifle and handgun use. The facility also has a large classroom, firearms cleaning room with a secure storage area and a student gathering space.

The CDL Training Center includes a classroom and two garage bays, one of which can accommodate a full length tractor and semi-trailer. The driving areas around the building allow for a wide variety of training exercises.
